Dr. Ebtesam Almazrouei is the Executive Director of the Office of AI & Advanced Technology (OAIAT) at the Department of Finance – Abu Dhabi. Internationally, she is recognized for her leadership in AI governance and serves as Chairperson of the United Nations AI for Good Impact Initiative, driving global efforts to advance responsible, inclusive, and high-impact AI innovation.

She also serves on the Board of Trustees of the American University of Sharjah (AUS) and is a member of Artificial Intelligence Council of Kazakhstan, chaired by the President of the Republic of Kazakhstan.

Previously, as Executive Director and Chief AI Researcher at the Technology Innovation Institute (TII), she founded the AI Cross-Center Unit (AICCU) and led the development of the first open-source Falcon generative AI models – Falcon 7B, 40B, and 180B, as well as NOOR – the first and largest Arabic large language model, among multiple flagship AI programs.

Before joining TII, she worked in the telecommunications industry delivering business solutions for organizations such as BT, Etisalat, and Khalifa University, leveraging her expertise to develop advanced technology solutions and products across areas including the Internet of Things (IoT), autonomous vehicles and wireless localization, intelligent systems, and 5G and beyond.

She has received international recognition for her contributions to AI, including being named among H2O.ai’s Top 100 Global AI Leaders, recognized as a Leading Woman in AI globally, receiving the Women in Tech MENA Award, being listed among the 2025 UAE Women Pioneers, and featured in Economy Middle East’s Top 30 Women in Tech. She remains actively engaged on multiple international advisory boards, providing strategic counsel on technology advancement and digital transformation.
