H.E. Dr. Mohamed Al Kuwaiti serves as the Head of Cyber Security for the United Arab Emirates Government, a role he has held since H.E's appointment by the UAE Cabinet in 2020. In H.E's capacity, Dr. Al Kuwaiti leads the UAE Cyber Security Council (CSC), where H.E is responsible for shaping and executing the nation's comprehensive cybersecurity strategy, ensuring the protection and resilience of the UAE's digital infrastructure, and advancing the UAE's vision to become the world's most trusted digital hub.

As part of H.E's mandate, Dr. Al Kuwaiti also serves as Managing Director of the National Data Center under the Supreme Council for National Security, with legal authority over all aspects of securing the nation's cyberspace. H.E has been instrumental in orchestrating cybersecurity efforts across Emirates and federal entities through a unified national platform, leveraging emerging technologies such as cloud computing, big data, and artificial intelligence to strengthen the country's cyber defenses.

Under H.E's leadership, the UAE has consistently ranked among the top nations globally, achieving the first tier in the ITU Global Cybersecurity Index 2024. Dr. Al Kuwaiti has spearheaded groundbreaking initiatives that have significantly enhanced the UAE's cyber resilience, including setting over 20 Guinness World Records for cybersecurity awareness campaigns, drills, and the world's largest global cyber drills, bug bounty, and capture-the-flag competitions. Signature initiatives under H.E's leadership include the award-winning Cyber Pulse Program, Cyber Sniper, Cyber Next 50, Train the Nation, the National Youth Cyber Awareness Program, and the Cyber Bug Bounty platform driving public engagement, capacity building, and fostering a culture of cybersecurity across all sectors.

Dr. Al Kuwaiti has also led the development of several advanced platforms, including the Crystal Ball cyber threat intelligence system, which provides predictive threat analysis and early warning capabilities for national critical infrastructure, and the National Cyber Security Operations Center (NSOC), the UAE's primary hub for real-time cyber threat monitoring, incident response, and coordinated national defense operations. Additionally, H.E oversaw the creation of the National Information Assurance Platform (NIAP), integrating cyber risk management across the public and private sectors to enhance national resilience and ensure rapid recovery from cyber incidents.

Internationally, Dr. Al Kuwaiti is a prominent figure in cyber diplomacy and collaboration. H.E serves as Co-Chair of the Information Sharing Committee of the White House-led Counter Ransomware Initiative (CRI), Vice Chair of the Organization of Islamic Cooperation (OIC) Computer Emergency Response Team, and Vice Chairman of the ITU-T Study Group 17 Regional Group for the Arab Region (SG17RG-ARB). He has led the UAE's efforts to foster strategic public-private partnerships and bilateral agreements with international cyber agencies, including the recently announced Cyber Security Center of Excellence with Microsoft, facilitating cross-border intelligence sharing, capacity development, and legal cooperation key pillars of the UAE's National Cybersecurity Strategy and its vision for the next 50 years.

Throughout H.E's distinguished career, Dr. Al Kuwaiti has held several key leadership roles, including Executive Director of Government Operations at the National Electronic Security Authority (NESA), Chief Technical Analyst at the Ministry of Interior where H.E also served as CTO of the Counter Terrorism Center and Defense, Air, and Naval Military Attaché at the UAE Embassy in Washington, D.C. H.E's career spans over two decades of service in national security, defense, and cyber operations.

Dr. Al Kuwaiti's contributions to cybersecurity and digital transformation have been widely recognized through numerous prestigious accolades, including:

In addition to H.E's government roles, Dr. Al Kuwaiti serves on several prominent national boards, including the UAE Council for Digital Wellbeing, Telecommunications and Digital Government Regulatory Authority (TDRA), UAE Federal Geographic Information Center, UAEU College of Information Technology Advisory Committee, and EBTIC Khalifa University Committee. H.E is also an Adjunct Assistant Professor at Rabdan Academy and contributes to academic programs at MBZ AIU and other institutions, supporting the development of future cybersecurity leaders.

Dr. Al Kuwaiti is a globally sought-after keynote speaker, having addressed over 50 major cybersecurity forums and global events, including the World Economic Forum, GITEX, GISEC, the World Government Summit, RSA Conference, INTERPOL Global Cyberspace and Cybercrime Complex, and IEEE. H.E has contributed to thought leadership through numerous books and research publications on cyber warfare detection, network forensics, corporate governance, national cyber policy, and digital transformation.

H.E holds a Ph.D. in Computer Engineering and Network Security from George Washington University, a Master's in Telecommunications and Computer Networks, and an M.A. in International and Civil Security. Dr. Al Kuwaiti is a proud member of the Society of Engineers, IEEE, Golden Key National Honor Society, and the Computer Society.
